Our analysis

CapsM was a 2025 proposal for a capability manifest format — a way for an agent to advertise to other agents what it could do, with what cost, under what constraints. The proposal was withdrawn in Q4 2025 after OpenAgents and A2A both adopted manifest formats that subsumed CapsM's design choices, with refinements. We include the entry on this tracker because (a) the design conversation CapsM started is still alive in the active proposals, and (b) deprecating standards is itself a useful editorial signal — readers know that we are tracking the layer broadly, not just the winners. The artifact itself should not be implemented today.
